No evidence reviewed proves Tower.bet is a scam. It is a functioning crypto casino and sportsbook with a named current operator, a claimed exact-domain Anjouan licence and a seven-year domain history. The material warning is documentary: the live Terms name Zentari/Anjouan, while Tower.bet’s own downloadable PDF still names Sabant/Curaçao.

Tower.bet claims Anjouan licence ALSI-202509013-FI1; the current operator-domain pair appears in a public licence directory. We did not independently test regulator enforcement.
Risk-based KYC, wallet checks and source-of-funds review are published. Manual processing may take days, while enhanced-review duration has no public ceiling.
A broad multi-asset cashier is visible and dozens of coins are documented externally. Exact networks, minimums, fees and account limits remain cashier-specific.

We found a functioning casino and sportsbook, a named current operator, a licence claim tied to the exact domain, a seven-year domain record and detailed public rules. That is not evidence of a proven scam. Tower.bet still earns caution because its downloadable Terms PDF identifies an older Curaçao operator while the live HTML identifies Zentari Limitada and Anjouan.
Tower.bet shows substantial legitimacy signals, but “legit” is not the same as low risk. Our 63/100 result means legitimate with material limitations: verify the exact company and licence shown at registration, preserve the live Terms and test a small withdrawal before increasing exposure.
The current Terms say Tower.bet is owned and operated by Zentari Limitada, Costa Rica registration 9845000OAF4456CVB467. An older official PDF still names Sabant B.V. as operator and Defraya Ltd. as payment agent.
The current site claims Anjouan licence ALSI-202509013-FI1 for Zentari Limitada. A public operator directory connects the number to tower.bet and duckdice.io. The old downloadable PDF still cites Curaçao sublicence 8048/JAZ2018-018.
The live HTML was updated in July 2026 for Zentari and Anjouan, while the official PDF preserves Sabant, Curaçao and old payment language. This may be migration lag, but the operator should retire or synchronise the document because players should not have to guess which contract governs.
